Floating YouTube Popup Plays Videos While You Multitask

Some devices like several of Samsung's Galaxy phones have the ability to float videos while you do other things on your Android device. Floating YouTube Popup Video brings that power to everyone.

The app allows you to open up a YouTube video in a small windows that you can move across your screen. You can search within the window and use pinch gestures to resize the it. Obviously, this works better the larger your screen is, but for users with tablets or large smartphones, it should be plenty roomy.

NKorea warns embassies it can't guarantee safety

MOSCOW (AP) ? North Korea has warned diplomats in Pyongyang that it can't guarantee the safety of embassies in the event of a conflict and suggested they may want to evacuate their staff, Russia's top diplomat said Friday.

Foreign Minister Sergey Lavrov is demanding an explanation from the North Koreans ? asking whether the warning is an order to evacuate the North Korean capital or merely a proposal to consider doing so.

"This proposal has been sent to all the embassies in Pyongyang," Lavrov said. "We are now trying to clarify the situation. We asked our North Korean neighbors a few questions that need to be asked in this situation."

About two dozen countries have embassies in North Korea. Lavrov said during a visit to Uzbekistan as saying that Russia is in touch with China, the United States, Japan and South Korea ? all members of a dormant talks process with North Korea ? to try to figure out the motivation behind the warning.

"We are very much worried by inciting of tensions, even though it's verbal so far," Lavrov said. "We would like to understand the reasons behind the proposal to evacuate the embassies, whether it's a decision of the North Korean leadership or a proposal. We were told it's a proposal."

North Korea's government did not comment on the embassy warnings. Tensions have been roiling in the past few weeks following a North Korean nuclear test and the country's subsequent warnings to South Korea and the United States that it would be prepared to attack.

A South Korean analyst said North Korea is "advertising to the world" tensions on the Korean Peninsula as a follow-up measure to its announcement last week that it had entered a "state of war" with South Korea.

"It appears to be a ruse to draw the attention of as many countries as possible to the tension and make it an international issue," said Chang Yong-seok, an expert at the Institute for Peace and Unification Studies at Seoul National University. "Pyongyang is telling the nations with diplomats in Pyongyang that something needs to be done about it."

Britain's Foreign Office confirmed that it had received the warning, which it called part of ongoing rhetoric from Pyongyang to portray the U.S. as a threat.

"The British Embassy in Pyongyang received a communication from the North Korean government this morning saying that the North Korean government would be unable to guarantee the safety of embassies and international organizations in the country in the event of conflict from April 10th," it said in a statement.

Britain said it was "considering next steps" and had no immediate plans to withdraw from Pyongyang.

Sweden said North Korea's foreign ministry had a meeting with foreign diplomats but didn't order them to leave.

"It was a meeting that dealt with the security situation in the country, where the North Koreans asked whether there was any need for assistance in case of an evacuation," Swedish Foreign Ministry spokesman Teo Zetterman said.

Sweden also represents the United States, which doesn't have an embassy or any direct diplomatic presence in North Korea. Any Americans in North Korea would be NGO workers or tourists but it's not officially known how many might be there.

"This is just an escalating series of rhetorical statements, and the question is, to what end?" U.S. State Department spokeswoman Victoria Nuland told reporters in Washington.

"This is an unpredictable regime and an unpredictable situation," Nuland said. "Our posture remains to be prudent, to take appropriate measures, in the defense and deterrence sphere, both for ourselves and for our allies, but to continue to urge the DPRK to change course, because this is not going to end their isolation."

The U.S. Embassy in Seoul also issued a notice to Americans in South Korea, saying it had "no specific information to suggest an imminent threat to U.S. citizens or facilities."

The U.N. says its staff was continuing to work in North Korea while Secretary-General Ban Ki-moon studied the North Korean message to consider evacuating U.N. personnel.

U.N. spokesman Martin Nesirky said a U.N. representative joined diplomats at a meeting Friday in Pyongyang and that U.N. staff "remain engaged in their humanitarian and developmental work throughout the country."

Asked whether Ban would go to Pyongyang, Nesirky said the U.N. chief has offered to facilitate dialogue "to help to bring people together."

"Dialogue is what's needed to try to turn the volume down. The volume has been turned up tremendously high in recent days and the volume needs to be turned back down again and the secretary-general is certainly keen to help," he said.

Nesirky added that the U.N. was "providing very important life-saving assistance to people, particularly children" in North Korea.

Russia has appeared increasingly upset with North Korea, strongly criticizing its neighbor for its "defiant neglect" of U.N. Security Council resolutions.

"We are counting on maximum restraint and composure from all sides," a Russian foreign ministry statement said Friday.

Other nations with diplomatic missions in North Korea, such as the Czech Republic, Romania, Poland, Bulgaria and India, also said they were weighing the situation carefully. The Czechs said they had no plans to withdraw; the Romanians and Bulgarians were speaking with the 27-nation European Union about the situation.

"Naturally, we assess that there is no outside threat to North Korea whatsoever," said Marcin Bosacki, spokesman for Poland's Foreign Ministry. "In our opinion, the current military rhetoric is exclusively directed to the internal audience and does not reflect the true international intentions of the country."

How the global hyper-rich have turned central London into a lights-out ghost-town

In an excellent NYT story, Sarah Lyall reports on "lights-out London" -- the phenomenon whereby ultra-wealthy foreigners (often from corrupt plutocracies like Kazakhstan and Russia) are buying up whole neighbourhoods in London, driving up house-prices beyond the reach of locals, and then treating their houses as holiday homes. They stay for a couple weeks once or twice a year, leaving whole neighbourhoods vacant and shuttered through most of the year, which kills the local businesses and turns central London into something of a ghost town.

?Some of the richest people in the world are buying property here as an investment,? [Paul Dimoldenberg, leader of the Labour opposition in Westminster Council] said. ?They may live here for a fortnight in the summer, but for the rest of the year they?re contributing nothing to the local economy. The specter of new buildings where there are no lights on is a real problem...?

Meanwhile, prices are rising beyond expectation. For single-family housing in the prime areas of London, British buyers spend an average of $2.25 million, Ms. Barnes said, while foreign buyers spend an average of $3.75 million, which increases to $7.5 million if they are from Russia or the Middle East...

The most visible, and also the most notorious, of the new developments is One Hyde Park, a $1.7 billion apartment building of stratospheric opulence on a prime corner in Knightsbridge, near Harvey Nichols, the park and the Mandarin Oriental Hotel, which functions as a 24-hour concierge service for residents. Apartments there have been purchased mostly by foreign buyers who hide their identities behind murky offshore companies registered to tax havens like the Isle of Man and the Cayman Islands.

It is rare to see anyone coming to or going from the complex, and British newspapers have been trying since it opened two years ago to discover who lives there. Facebook Is In Danger Of Becoming Yahoo - Business Insider

Facebook is in danger of becoming a big, old-fashioned web publisher like Yahoo?or AOL because it is now more concerned with audience "reach" than it is with the unique way Facebook users interact with each other inside the social network, Ad Age suggests.

"Reach" is about the scale or size of the audience. Television has been the premier "reach" medium for decades. (In fact, Facebook is gunning for TV's ad dollars.)

Facebook, by contrast, has always been about "social" advertising, that is, super-relevant ads that are keyed off the organic interaction of its users.

Ad Age's Cotton Delo states the obvious about Facebook's recent movies into ads generated by automated real-time bidding (via Facebook's FBX exchange) and "custom audiences," in which companies match their own marketing lists against Facebook's.

But, crucially, she notes that big advertisers, who need big audiences ? where the real money is ? might never have been that interested in the social side:

While Facebook clearly isn't abandoning social ads, its adoption of more tried-and-true online-ad models has the advantage of being more easily explained to CMOs, most of whom never grasped the significance of accruing fans and "likes," according to Colin Sutton, social-media director at OMD.

One agency chief even suggested that Facebook might be on the road to Yahoo-dom:

Ian Schafer, CEO of Deep Focus.? "It's become less about having a relationship ... and more about reach," he said. "I would hate to see Facebook just end up being a publisher like everyone else is."

(AP) ? A judge in South Africa says Oscar Pistorius, who is charged with murdering his girlfriend, can leave South Africa to compete in international competition, with conditions.

Judge Bert Bam says the Olympic and Paralympic athlete must provide authorities with his travel plans at least a week before he leaves the country. He must also return his passport to the court within 24 hours of returning to South Africa

Pistorius' lawyers said in the North Gauteng High Court on Thursday that he had no immediate plans to compete, but might eventually need to run at track meets again to earn money.

Verdict expected Sunday in football players rape trial

STEUBENVILLE, Ohio (AP) ? The accuser in the rape trial of two Ohio high school football players testified Saturday as the trial neared an end that she recalled drinking at a party last summer but could not remember what had happened when she awoke the next day naked in a strange house.

Testimony in the four-day nonjury trial against Trent Mays and Ma?lik Richmond ended after the judge heard from the 16-old West Virginia girl and others in the juvenile court case. Judge Thomas Lipps said he would announce a decision Sunday.

If found delinquent ? the juvenile court equivalent of guilty ? the two defendants could be held in juvenile jail until they turn 21, when they would be released.

Mays, 17, and Richmond, 16, are charged with digitally penetrating the girl, first in a car and then in the basement of a house, while out partying Aug. 12. Mays also is charged with illegal use of a minor in nudity-oriented material. They maintain their innocence.

The case has riveted the small city of Steubenville amid allegations that more students should have been charged and led to questions about the influence of the local football team, a source of pride in a community that suffered massive job losses with the collapse of the steel industry.

The allegations were huge locally for weeks, then became the focus of Internet attention in the fall after hacker activists and bloggers began publishing the names of other students. Attention peaked again after a 12-minute YouTube video resurfaced in January in which a student jokes about the girl, calling her ?dead? and making numerous off-color remarks.

On the stand Saturday, the girl said she remembers drinking at the party, leaving the party holding hands with Mays, then throwing up later. The next thing she remembers is waking up with no clothes on in a strange house, she said. She said she felt scared and embarrassed. Her phone, earrings, shoes, and underwear were missing, she testified.

?It was really scary,? she said. ?I honestly did not know what to think because I could not remember anything.?

She recalled being in a car later with Mays and Richmond and asking them what happened.

?They kept telling me I was a hassle and they took care of me,? she testified. ?I thought I could trust him (Mays) until I saw the pictures and video.?

She said she believed she was assaulted when she later read text messages among friends and saw a photo of herself that night, and the YouTube video. She said she suspected she had been drugged because she couldn?t explain being as intoxicated as defense witnesses have said she was.

The girl testified in a quiet, sometimes hesitant voice, and broke down only once: when prosecutor Marianne Hemmeter showed her a second photo of herself naked that the girl had never seen.

Richmond observed the girl carefully as she spoke while Mays, as he often had during the trial, fidgeted, not appearing to focus on any one thing in the courtroom.

Prosecutors told the judge in closing arguments that the evidence was overwhelming. Hemmeter said that includes the girl?s admission of being drunk that night.

?The thing that made her an imperfect witness, that she didn?t remember anything, made her a perfect victim,? Hemmeter said.

Defense attorneys argued that prosecutors hadn?t proven guilt beyond a reasonable doubt.

?The reality is, she drank, she has a reputation for telling lies,? said Walter Madison, representing Richmond. ?When she wakes up and finds out kids have submitted a photo of her on the Internet, she has two choices: saying, `Yeah, that?s me,? or, `I was having an alcoholic impairment.??

Earlier Saturday, defense attorneys went after the accuser?s character, calling two former friends of hers to the stand. They testified that the girl had a history of drinking heavily and was known to lie about things.

West Virginia high school student Kelsey Weaver said the accuser told her what happened two days after the alleged attack then, sometime afterward, told Weaver she couldn?t remember what happened.

?So two different versions?? asked Mays? attorney Adam Nemann.

?Yes,? Weaver replied.
Earlier, Weaver testified that the accuser was flirting at the party with Richmond.

Both Weaver and schoolmate Gianna Anile testified they were angry at the accuser because she was drinking heavily at the party and rolling around on the floor. They said they tried unsuccessfully to get her to stop drinking.

Anile said she also tried to get her friend to stay at the party rather than leave with others, including the two defendants.

?When I told her not to leave, I was trying to, like, pull her back into the party. She was trying to shrug me off,? Anile testified. ?She kind of hit me.?

The day after the party, when Anile and another friend picked up the accuser from the house where she?d stayed, the accuser said she had no memory of the night before, Anile testified.

??We didn?t have sex, I swear,?? Anile said, describing the accuser?s comment.

The accuser said in her later testimony that she does not remember making that statement, nor being photographed as she was carried by Mays and Richmond, an image that stirred up the community as it spread on social media sites. Others have testified the photo was a joke and the girl was conscious when it was taken.

Testimony Friday from three teenage boys granted immunity incriminated the defendants.

Mark Cole, Evan Westlake and Anthony Craig said the West Virginia girl was drunk and didn?t seem to know what was happening to her that night. They said she was digitally penetrated in a car and later on a basement floor.

Cole testified that he took a video of Mays and the girl in the car, then deleted it later that morning. He testified he saw Mays unsuccessfully try to have the girl perform oral sex on him in the basement of Cole?s house.

Westlake testified he saw Richmond?s encounter with the girl in the basement, as did Craig. Westlake also confirmed that he filmed the 12-minute YouTube video, later passed around widely online, in which another student joked about the attack.

Craig testified that he saw Richmond?s hand in the ?crotch region? of the girl, a less descriptive version than he gave last fall in another hearing.

If convicted, Mays and Richmond could be held in a juvenile jail until they turn 21.

The Associated Press normally doesn?t identify minors charged in juvenile court, but Mays and Richmond have been widely identified in news coverage, and their names have been used in open court. The AP also does not generally identify people who say they were victims of sex crimes.

The Engadget Interview Samsung's Nick DiCarlo talks Galaxy Note 8 at MWC 2013

The Galaxy Note 8 -- it's the next logical step in Samsung's ongoing Note saga, and it finally launched in Barcelona. We spoke with Nick DiCarlo, VP of Product Planning for Samsung mobile, about the company's latest tablet. He mentioned that the voice capability, which is a very polarizing feature for some, was a common request among customers. It's unclear if the US carriers will keep this functionality intact, but he suggested that you, dear readers, might be able to sway them by emailing in. We discussed some of the Note 8's other selling points, such as the S Pen-sensitive buttons (finally!) and the IR blaster, which we think is located in the wrong place (the right edge instead of the top) -- possibly the result of Peel's landscape-centric remote control app. Design was an other area we touched upon, and something we feel Samsung's been complacent about this past year. Materials and build quality just don't do the company's products justice, especially on flagships like the Galaxy S III and Note devices. Mr. DiCarlo acknowledged our concerns but pointed out that the entire Galaxy line is light, thin and durable, something everyone wants in a quality smartphone or tablet. Burger King takes down Twitter account after hack attack

NEW YORK (Reuters) - Hackers breached the Twitter account of fast-food chain Burger King, posting the online equivalent of graffiti and sometimes making little sense.

Burger King Worldwide Inc suspended its Twitter account about an hour after it learned of the attack at 12:24 p.m. EST on Monday, company spokesman Bryson Thornton said in an email.

"It has come to our attention that the Twitter account of the BURGER KING? brand has been hacked," the company said in a statement. "We have worked directly with administrators to suspend the account until we are able to re-establish our legitimate site and authentic postings."

Several tweets carried the logo of Burger King's larger rival McDonald's, but spelled the latter company's name incorrectly. Others sought to tarnish Burger King, the third-largest U.S. hamburger chain, and its employees.

"Just got sold to McDonalds," one tweet said, adding "FREDOM IS FAILURE".

The Pirate Bay Reports Anti-Piracy Outfit to the Police

The Pirate Bay has asked the Economic Crime unit of the Finnish police to investigate the alleged criminal actions of anti-piracy group CIAPC. Last week the group copied The Pirate Bay?s design, violating the site?s usage policy. In their complaint TPB cite a similar case where the owner of a parody site was prosecuted recently. ?We will not stand by and watch copyright enforcing organizations disrespect copyright,? TPB comments.

When The Pirate Bay had its website ripped off by the Finnish anti-piracy group CIAPC last week, the site already announced that this would not be without repercussions. While many assumed this threat wasn?t all too serious, today The Pirate Bay reported CIAPC to the police.

Pirate Bay representatives took the case to the Economic Crime unit and asked them to investigate the wrongdoings of the group.

The main complaint is that CIAPC copied the site?s homepage and the CSS file. This is a direct violation of The Pirate Bay?s usage policy which specifically prohibits organizations? use of any site material without permission.

The ?parody? defense doesn?t apply under Finnish law, TPB argues, citing a recent case in Finland.

?In a similar case, the prosecution and the Helsinki Court of Appeals have found that a parody site can violate the moral rights of the original author. Changing the logo or making slight edits to the text are not enough to remove this liability,? they informed the police.

While The Pirate Bay recognizes the irony of the case, they feel that they have to pursue this matter.

TPB points out that CIAPC themselves are no strangers to using police resources for trivial copyright claims. Just a few months ago they called in the authorities to track down a 9 year-old ?pirate girl? and had her Winnie The Pooh laptop confiscated.

?While The Pirate Bay may have a positive view on copying, it will not stand by and watch copyright enforcing organizations disrespect copyright,? Pirate Bay?s Winston says in a comment.

?CIAPC is like an ugly high school bully without friends. It?s time to take a stand. Cyber bullying is a serious matter to us all,? Winston continues.

Should The Pirate Bay be awarded damages they won?t keep that money for themselves. Instead, the money will go to the 9-year old girl who was ?harassed? last year.

But, even if they ?lose? it wouldn?t be a big deal, as that?s a win for the right to parody.

This right to parody is part of a new copyright law proposal in Finland, crowd-sourced by the public. Besides parody exceptions the Common Sense in Copyright campaign also aims to get rid of harsh punishments for non-commercial file-sharers.

The petition has been the most successful citizens initiative in Finland to date, but needs more support before it reaches 50,000 signatures. When this happens, the Finnish Parliament will have to bring it into vote under the new crowd-sourcing law.

Ville Oksanen of the Finnish EFF told TorrentFreak that it?s a case worth watching in this regard.

?It?s interesting to see, how the police reacts to Pirate Bay?s demands. On facts the case is indeed very similar to Matti Nikki?s case, in which the prosecutor decided to bring the charges on behalf of Save the Children.

?The law should be the same for everyone so now the objectivity of the Finnish police is going to be tested. Anyway as others have already pointed out, even if Pirate Bay loses the case, it?s a victory for their cause.?

All eyes are now on the Finnish police to see if they will take on the case.

Former Florida GOP Chair Jim Greer pleads Guilty

ORLANDO ? Ousted former Florida GOP chairman Jim Greer this morning abruptly ended what was expected to be a painful unpeeling of state party secrets by entering a surprise guilty plea to five criminal charges.

greerGreer, 50, of Oviedo, was facing a possible 75 years in prison for fraud, money laundering and theft. Now he faces a possible maximum sentence of 35 years.

The deal he cut did not include an agreement on his sentence, which could include a mix of prison time and probation. That?s to be decided at a March 27 hearing.

With the Rams scoring a major victory in the recently-concluded arbitration aimed at determining what it will take to make the Edward Jones Dome a first-tier stadium, the Rams have the clear upper hand.

And the powers-that-be in St. Louis know it.

But the best they can do is point out the fact that, if the team ultimately moves, it can?t happen for two more seasons.

?To be honest, everybody ought to take a deep breath,? St. Louis County policy wonk Mike Jones told the St. Louis Post-Dispatch.? ?The reality is nothing really happens before the 2015 season.?

That?s fine, but if the St. Louis Convention & Visitors Commission decides not to give the Rams the upgrades to which the arbitrators decided the Rams are contractually entitled, then the Rams can leave after the 2014 season.? Or in any year thereafter.

The CVC has 60 days to decide whether to do what the arbitrators have ordered.? But it sounds like the CVC won?t do what the arbitrators have decided the CVC must do to prevent the Rams from becoming free agents.

?The options are all theirs.? Not ours,? CVC president Kathleen ?Kitty? Ratcliffe said. ?There is no specific plan at this point.?

In other words, the CVC won?t be providing the upgrades.? Instead, they?ll commence shifting blame for the eventual relocation.

?[The arbitrators] did us a favor with that ruling,? Jones explained.? ?Now the community can have a broader conversation about the Rams.? And the CVC is not the tip of the spear for that conversation.?

Actually, the CVC is the tip of the spear.? Because the CVC negotiated the lease that, after the 2014 season, the Rams can disregard.

And a real ?favor? from the arbitration panel would have been issuing a ruling that the CVC?s $120 million plan for upgrading the stadium was the right one.? Because then the Rams wouldn?t have been able to leave.

Now, they are.

When the silver lining is ?Well, we have them for two more years,? it?s like saying the glass is five percent full.

In the race to the starting line, BlackBerry pulled out all the stops in order to deliver an app library that's 70,000 strong, but now the firm's looking to Trend Micro in an effort to keep malicious software at bay. Specifically, the phone maker will begin scanning all current and future BlackBerry World apps with the Trend Micro Mobile Application Reputation Service, a cloud-based solution that'll exist alongside BlackBerry's current security measures. In addition to scanning the code of an app, the service will watch for fishy behavior such as excess battery drain and abnormal resource consumption.

Alongside this announcement, BlackBerry also hinted about a service from Trend Micro that scans URLs, emails and files for potential threats. It's currently unclear whether implementation of this service would require some form of software update, but given the privacy implications at play, it'll be interesting to learn whether end users can disable the feature. Power to the people, right?

cylonlover writes with news of an update to the model used for calculating the habitable zone around stars shifting things out a bit. From the article: "Researchers at Penn state have developed a new method for calculating the habitable zone (original paper, PDF) around stars. The computer model based on new greenhouse gas databases provides a tool to better estimate which extrasolar planets with sufficient atmospheric pressure might be able to maintain liquid water on their surface. The new model indicates that some of the nearly 300 possible Earth-like planets previously identified might be too close to their stars to to be habitable. It also places the Solar System's habitable zone between 0.99 AU (92 million mi, 148 million km) and 1.70 AU (158 million mi, 254 million km) from the Sun. Since the Earth orbits the Sun at an average distance of one AU, this puts us at the very edge of the habitable zone."
